Глава Центризбиркома посетила форум независимых наблюдателей
Председатель Центризбиркома России Элла Памфилова посетила в субботу конференцию независимых наблюдателей, организованную ассоциацией “Голос”, организациями “Гражданин наблюдатель”, “Сонар” и “Наблюдатели Петербурга”. Памфилова призвала глав региональных избирательных комиссий активно взаимодействовать с общественными наблюдателями. Выборы в Госдуму пройдут в России осенью.
“У нас в мае будет совещание с коллегами из регионов, председателями избиркомов. Я обязательно буду им настоятельно рекомендовать, чтобы они с вами взаимодействовали и были открытыми”, – цитирует Памфилову ТАСС. Аналогичную просьбу она обещала обратить к региональным уполномоченным по правам человека.
По мнению Памфиловой, чистота выборов и повышение доверия к ним невозможны “без опоры на наблюдателей и СМИ”.
Глава ЦИК напомнила, что в ведомстве работает телефон горячей линии, по которому можно сообщать о нарушениях в ходе избирательных кампаний. “Я вас прошу, если вы какими-то выборами заинтересовались, пожалуйста, максимально используйте эту горячую линию… Вы нам этим очень поможете”, – отметила она.
Памфилова подчеркнула, что хотела бы работать с общественными наблюдателями в интерактивном режиме. “Если человек с фактами, то давайте поспорим… Чтобы в стране оздоровить ситуацию, я готова работать со всеми в качестве председателя ЦИК”, – заключила она.
Упирая на открытость ЦИК, Памфилова пригласила общественных наблюдателей принять участие в круглом столе в середине июня – перед началом избирательных кампаний.
ТАСС в этой связи отмечает, что у прошлого руководства ЦИК были сложные отношения с организацией “Голос”, которая получила статус “иностранного агента”, а также другими независимыми организациями наблюдателей. Прежний глава ЦИК Владимир Чуров указывал на наличие зарубежных источников финансирования “Голоса”. Перед единым днем голосования 2014 года управление информации ЦИК распространил призыв к региональным избиркомам не допускать на участки представителей НКО-иностранных агентов.
В конце 2014 года Госдума приняла поправки в федеральный закон “Об основных гарантиях избирательных прав”, ограничившие участие в выборах некоммерческие организации со статусом иностранного агента. Такие НКО “не вправе осуществлять деятельность, способствующую либо препятствующую выдвижению кандидатов, списков кандидатов, избранию зарегистрированных кандидатов”, а также “в иных формах участвовать в избирательных кампаниях”. Таким образом, НКО-иноагенты теперь не имеют права направлять наблюдателей на избирательные участки.
18 сентября состоится единый день голосований, когда пройдут выборы в Госдуму, а также региональные заксобрания 38 субъектов, прямые выборы глав шести регионов и муниципальные выборы.
