Путин подписал закон о заморозке индексации маткапитала
Президент России Владимир Путин подписал закон, в соответствии с которым до 1 января 2020 года приостанавливается действие нормы о ежегодном увеличении с целью компенсации инфляционных потерь суммы материнского капитала. Соответствующий документ размещен на портале правовой информации.
В пояснительной записке к законопроекту, подготовленному Минтруда, отказ от индексации маткапитала объяснялся финансово-экономической ситуацией в стране.
Материнский капитал, право на получение которого имеют семьи, где родился или усыновлен второй ребенок, был введен в России в 2007 году, и тогда его размер составлял 250 тыс. руб. В последующие годы сумма маткапитала ежегодно увеличивалась, к 2015 году она выросла до 453 тыс. руб., однако затем индексация была заморожена.
Глава Минтруда Максим Топилин объяснял отказ от индексации маткапитала тем, что его средства используются в первую очередь на покупку жилья, а цены на него в последнее время не растут.
