Правительство одобрило законопроект, ограничивающий выезд россиян за границу
Правительство РФ представило положительный отзыв на внесенный в Госдуму в апреле этого года законопроект, касающихся противодействия терроризму. Как сообщалось ранее, антитеррористический пакет документов включал в себя ряд ограничений на выезд россиян за пределы РФ. Официальный отзыв опубликован на сайте кабмина.
В апреле председатель думского комитета по безопасности Ирина Яровая и председатель комитета по обороне Совета Федерации Виктор Озеров внесли в Госдуму пакет антитеррористических законопроектов. В частности, парламентарии предложили расширить основания, по которым гражданину России может быть запрещен выезд из страны.
Законопроект предполагает, что в праве на выезд может быть отказано человеку, которому было объявлено официальное предостережение о недопустимости действий, создающих условия для совершения преступлений террористической направленности, развязывания войны и геноцида. Этот запрет действует в течение пяти лет со дня объявления предостережения.
Запрет на выезд также коснется тех, у кого будет неснятая или непогашенная судимость за совершение “сопряженного с осуществлением террористической деятельности” хотя бы одного из преступлений по статьям о посягательстве на жизнь государственного или общественного деятеля, насильственного захвата власти, насильственного задержания власти, вооруженного мятежа и (или) преступления экстремистской направленности.
При этом с предложением рассмотреть вопрос о запрете на выезд из страны лиц, которые обоснованно подозреваются в экстремизме, еще в марте этого года выступило МВД РФ. “Ряд инициатив сейчас внесен министерством… Так, необходимо рассмотреть вопрос об установлении запрета на выезд из страны лиц, которые обоснованно подозреваются или имеют непогашенную судимость за экстремистские преступления и намереваются выехать за рубеж”, – сообщил замначальника ГУПЭ МВД России Владимир Макаров, выступая 17 марта в Совете Федерации.
Стоит отметить, что пакет антитеррористических законов раскритиковали правозащитники. В президентском Совете по правам человека (СПЧ) заявили, что “даже безопасность нельзя укреплять за счет нарушения Конституции”. При этом в Кремле на следующий день после внесения поправок заявили, что ничего не слышали об этом документе.
Кроме того, депутат Госдумы РФ Дмитрий Гудков отметил, что по названию поправки – “про терроризм, по факту – про уничтожение несогласных с властью”. Парламентарий пояснил, что, согласно законопроекту, запрещать выезд из страны можно будет за “оппозиционные картинки”, выложенные в интернет.
