Банковские кредиты не являются значимым источником инвестиций в экономику страны. Однако чем меньше будет дефолтов банков, тем более спокойно и стабильно она будет развиваться, считает первый зампред ЦБ Дмитрий Тулин
Развитие банковского кредитования не решит проблему дефицита инвестиций в экономике, заявил первый зампред ЦБ Дмитрий Тулин на встрече банкиров с регулятором, организованной Ассоциацией российских банков (АРБ). По его словам, никогда в России банковские кредиты не были сколь-либо значимым источником пополнения капитала. «Удельный вес банковских кредитов в формировании капитала за прошедшие десятилетия колебался в пределах 10%. Сейчас он 7-8%», — сообщил Тулин.
Он отметил, что это проблема связана с дефицитом собственных средств в экономике. «Эту проблему развитие банковского кредитования не решит», — считает Тулин.
По словам зампреда ЦБ, главный вклад банковской системы в экономику и социальную стабильность страны не в росте кредитования. «Это тогда приводит к росту, когда сопровождается повышением экономической эффективности, производительности труда», — пояснил Тулин. Он добавил, что, чем меньше будет дефолтов банков, тем более спокойно и стабильно будет жить экономика.
По словам заместителя председателя ЦБ Василия Поздышева, банковская прошла острую фазу кризиса. «На наш взгляд, мы прошли так называемый кризис рисков весной—летом 2016 года. Просроченная задолженность по кредитам юридических лиц составляет 3 трлн руб. Она немногим больше, чем на 1 января, но падает уже второй месяц. В сентябре минус 4%, еще почти минус 1% в октябре. До этого она росла. Общий объем просроченной задолженности по кредитам физических лиц на 1 ноября составлял 897 млрд руб.», — сказал он.
Поздышев объяснил снижение размера активов банковской системы (на 1 ноября активы банковской системы снизились на 4,6%) эффектом валютной переоценки. «Я вижу большое количество позиций, по которым наблюдается восстановительная динамика», — сказал он.
Ранее глава АРБ Гарегин Тосунян обратил внимание на недоступность ставки для большинства видов бизнеса. «Недоступные для большинства видов бизнеса ставки требуют активной государственной политики, направленной на снижение ставок», — заявил он. Как считает Тосунян, необходимо увеличить рефинансирование банков по льготным программам и ставкам, чтобы «тянуть» вниз ставки по кредитам.
