Правительству предложили расширить список уничтожаемой продукции
Минпромторг разработал и готовится вынести на рассмотрение правительства новые правила уничтожения всех видов нелегальной продукции — не только импортной, но и произведенной внутри России, сообщает ТАСС. По словам замглавы Минпромторга Виктора Евтухова, документ будет передан в правительство «в ближайшее время».
Замминистра отметил, что процедуру утилизации контрафактных товаров планируется значительно упростить. К примеру, решение об уничтожении товаров (за исключением подпавших под введенное властями России эмбарго) может принять только суд. По новым правилам, санкция суда может и не понадобиться.
«Нет метки — значит, априори ничего доказывать не надо», — уверен Евтухов.
На прошлой неделе тот же Евтухов в ходе форума о мерах по противодействию незаконному обороту меховой продукции (с 1 апреля 2016 года ввоз и реализация меховых изделий в странах ЕАЭС без специального чипа будут запрещены) заявлял, что его ведомство выступит с предложением об уничтожении ввезенных с нарушениями меховых изделий по аналогии с санкционными продуктами.
«Уничтожение — это единственный верный путь для борьбы с тем товаром, который поступает нелегально», — пояснил тогда замминистра. Сейчас он добавил, что шубы — лишь «пилотный проект», а в дальнейшем маркироваться будут практически все группы потребительских и промышленных товаров.
В середине августа 2015 года Ассоциация текстильщиков России направила президенту Владимиру Путину обращение с просьбой принять указ об уничтожении контрабандных изделий текстильной и легкой промышленности из Европы. По данным организации, годовой объем текстильного рынка России составляет около $31 млрд, из которых треть (более 9 млрд) заполняет «серый импорт». Уничтожать предлагается как товары, обнаруженные на границе, так и те, которые были уже завезены в страну. По мнению Ассоциации, эта мера окажет значительную поддержку отечественным предприятиям.
29 июля 2015 года президент РФ Владимир Путин подписал указ об уничтожении ввезенных в Россию вопреки антисанкциям сельхозпродукции, сырья и продовольствия из США, стран Европейского союза, Канады, Австралии, Норвегии, Албании, Черногории, Исландии, Лихтенштейна и с Украины. Впервые эмбарго в отношении продукции из большинства этих стран было введено год назад, в августе 2014 года, в этом году антисанкции были продлены до 5 августа 2016 года, а список попавших под него государств расширен. Позднее правительство разрешило уничтожать запрещенную еду любым способом, но под видеозапись и при свидетелях.
Проведенный социологами Фонда общественного мнения (ФОМ) опрос показал, что сторонников уничтожения продуктов, запрещенных к ввозу в страну из-за введенных властями санкций в отношении западных стран, больше, чем противников этой меры — 42% против 38%.
