Жители Костромы решили оспорить в суде “закон против Навального”
Жители Костромы пожаловались в суд на запрет проводить публичные мероприятия на центральных площадях города. Против закона, который, по мнению некоторых, был направлен против сторонников Алексея Навального, с коллективным иском в Свердловский районный суд обратились 26 человек.
Запрет, о котором идет речь, был принят 28 мая текущего года. На очередном открытом заседании думы Костромы глава города Юрий Журин представил в разделе повестки “Разное” проект постановления о внесении изменений в региональный закон о порядке проведения публичных акций, который ранее нигде не публиковался. Документ предполагал запрет на публичные мероприятия на двух центральных площадях города, Сусанинской и Советской, а также запрещал митинговать ближе чем в сотне метров от зданий государственной и муниципальной власти, на остановках, ярмарках и стадионах.
“Областная дума и губернатор Сергей Ситников эти предложения приняли, закон изменили. Все это делалось под выборы 13 сентября 2015 года. Группа общественных организаций в июле обратилась в прокуратуру. Нами была начата переписка с гордумой – об авторе такой законодательной инициативы, в результате 16 октября в Свердловский райсуд Костромы подано коллективное административное исковое заявление, подписанное 26 гражданами”, – рассказал изданию 7х7 юрист Виктор Епифанов.
Напомним, эту законодательную инициативу, как и решение облизбиркома, обязывающее сборщиков подписей заверять документы нотариально, некоторые депутаты областной думы назвали “законами по борьбе с Навальным”. Об этом, в частности, говорил заместитель председателя думы Валерий Ижицкий.
“На мой взгляд, это закон по борьбе с Навальным. Все понимают, что инициатива появилась после того, как товарищ Навальный заявил о желании участвовать в выборах в Костроме. Навальный, конечно… (депутат употребил неодобрительное непарламентское выражение, которое нельзя процитировать в СМИ), но это же не повод ограничивать политическую конкуренцию. Я проголосовал против”, – заверил он.
Напомним, Костромская область стала единственным регионом, в котором ПАРНАС в рамках так называемой Демократической коалиции принимал участие в выборах в законодательное собрание субъекта по партийным спискам. Первым номером в списке шел известный оппозиционер Илья Яшин. Поддержать Яшина в Кострому приехал и сам глава Фонда борьбы с коррупцией Алексей Навальный.
Представители Демкоалиции сначала выдвинули кандидатов на выборы заксобраний в Новосибирской, Калужской, Магаданской и Костромской областях.
Но в Калужской области партия решила не сдавать собранные подписи избирателей из-за большого числа подозрительных подписей. Оппозиционеры предполагают, что подписи могли быть сфальсифицированы недобросовестными сборщиками.
В остальных регионах избиркомы не допустили партию на выборы из-за некачественных подписей. Все отказы ПАРНАС обжаловал в ЦИК, однако удовлетворена была только жалоба по Костромской области. По итогам выборов ПАРНАС набрал в Костромской области менее 2% голосов избирателей и не прошел в местный парламент. При этом выборы привлекли к себе внимание правоохранителей и провластных общественных движений.
После завершения единого дня голосования бывшего главу избирательного штаба ПАРНАСа в Костромской области Андрея Пивоварова и бывшего сотрудника отдела МВД России по Костромскому району Алексея Никонорова обвинили в коррупции.
