Колебания рубля вызывают настороженность в Кремле, передает ТАСС со ссылкой на заявление пресс-секретаря президента России Дмитрия Пескова.
“Безусловно, подобное колебание валюты вызывает, конечно, настороженность. Безусловно, очень пристально за этим наблюдают”, – сказал Песков, отметив, что ведутся “соответствующие выступления”.
Президентский пресс-секретарь при этом не сказал, какой курс рубля в Кремле считают критическим. “Что касается конкретного уровня, нужно адресовать этот вопрос в правительство; это скорее тематика правительства”, – добавил он.
Курс доллара к рублю на Московской бирже на открытии торгов во вторник снизился по сравнению с уровнем закрытия предыдущих торгов на 15 копеек и составил 70,4 рубля.
Накануне курс доллара второй раз в текущем году достигал 71 рубля. Этот показатель не является рекордными, год назад, 16 декабря 2014 года биржевой курс доллара превышал 80 рублей.
11 декабря Банк России впервые опубликовал параметры шокового сценария для российской экономики. Глава регулятора Эльвира Набиуллина сообщила, что в рисковом сценарии берется цена на нефть около 35 долларов за баррель, ВВП – падение на 2-3% падение, инфляция – около 7%. Делать прогноз по курсам валют не дается, так как, по ее словам, это не должно восприниматься как ориентир по курсу, потому что курс сейчас является плавающим.
Ослабление российской национальной валюты напрямую связано с ценами на нефть, которые возобновили падение после решения ОПЕК от 4 декабря сохранить квоту на добычу нефти на уровне 30 млн баррелей в день, подкрепленного последними прогнозами Международного энергетического агентства, согласно которым изыток предложения нефти на мировом рынке сохранится как минимум до конца следующего года.
Сейчас мировые цены на нефть близки к 11-летнему минимуму, а российская Urals 14 декабря опускалась ниже 35 долларов.
У российских властей есть основания полагать, что цены на нефть сохранятся на уровне ниже 40 долларов достаточно долго. Об этом 15 декабря заявил помощник президента России Андрей Белоусов. “Мы считаем, что есть все основания думать, что это может продлиться достаточно долго”, – цитирует РИА “Новости” ответ Белоусова на вопрос журналистов о ценах на нефть.
