Сечин: регулирование мирового рынка нефти перешло от ОПЕК к США, а Саудовская Аравия активно демпингует
Глава “Роснефти” Игорь Сечин заявил на инвестиционном форуме “Россия зовет”, что регулирование мирового рынка нефти перешло от ОПЕК к США.
“Регулирование, которое раньше исполнялось ОПЕК, перешло, по сути, стало формироваться на региональном рынке США, который превратился в регулятор глобального масштаба”, – отметил Сечин и подчеркнул, что это произошло не только из-за сланцевой нефтедобычи, а “там присутствует весь набор факторов”.
К таким факторам, по сообщению ТАСС, Сечин отнес финансовые источники, финансовые дерривативы, биржевые площадки, развитую систему трубопроводов и подрядчиков. На развитие рынка нефти влияет и хеджирование контрактов по сланцевой добыче.
При этом он посетовал и на то, что Саудовская Аравия активно демпингует по ценам на нефть, вышла даже на рынок Польши: “Возвращаясь к конкуренции, хочу сказать, что мы наблюдаем сейчас, что Саудовская Аравия впервые вышла даже на рынок Польши, поставками сырья через Гданьск. Активно демпингует”.
“Борьба за рынок является одним из факторов, влияющих на цену на нефть. Это отражается на бюджетных доходах”, – констатировал президент нефтяной госкомпании.
Финансовое положение в России глава “Роснефти” назвал стабильным, издержки российских нефтяных компаний – самыми низкими в мире, а экспортные пошлины на нефть он предложил даже понизить.
“Конечно, финансовое положение стабильно. У нас есть резерв ликвидности, который позволяет осуществить нашу текущую деятельность”, – заявил он.
При этом “самые низкие издержки в мире”, которые Сечин оценил в четыре доллара за баррель, по его мнению, не являются причиной для налоговых изъятий у российских нефтяных компаний. По его мнению, наличие бюджетного дефицита не является основанием для изъятия денег у хорошо работающей отрасли.
Для покрытия бюджетного дефицита в 2016 году Сечин призвал использовать внешние и внутренние заимствования. “Что касается финансирования бюджетного дефицита, то общемировой практикой является использование внутренних и внешних заимствований, а вовсе не изъятие финансовых ресурсов из инвестиционных программ реального сектора экономики”, – пояснил глава “Роснефти”
