В кандидатской и докторской диссертациях Голиковой найден плагиат
Сообщество “Диссернет” обнаружило плагиат в двух научных работах председателя Счетной палаты РФ Татьяны Голиковой. Особенно масштабным количество некорректных заимствований оказалось в докторской. Но частично списанной оказалась и кандидатская.
Результаты экспертизы опубликованы на сайте “Диссернета”. Голикова защищала кандидатскую диссертацию в сентябре 2005 года на тему “Формирование организационно-экономического механизма управления экономикой Российской Федерации на основе эффективного регулирования межбюджетных отношений”. Свою научную работу чиновница выполняла в Санкт-Петербургском государственном инженерно-экономическом университете.
Эксперты “Диссернета” обнаружили заимствования в кандидатской из шести источников. На 50 из 163 страниц научной работы был найден плагиат.
Уже в апреле 2008-го, спустя всего два с половиной года, Голикова защитила докторскую диссертацию на тему “Теория и методология управления межбюджетными отношениями в Российской Федерации”. Работа выполнялась в том же университете.
В диссертации, за которую Голикова получила степень доктора экономических наук, заимствований оказалось значительно больше. Экспертиза показала, что чиновница копировала информацию с 19 источников. При этом списаны были целые страницы.
Как отмечает основатель Фонда борьбы с коррупцией Алексей Навальный в своем блоге, срок подготовки докторской в 2,5 года можно назвать рекордным. “Такое возможно, если человек уходит в академический отпуск и интенсивно работает. А Голикова, конечно, ни в какой академ не уходила и даже наоборот – интенсивно работала чиновником”, – пояснил оппозиционер.
В 2014 году ФБК опубликовал расследование о том, что расходы Голиковой и ее супруга Виктора Христенко (председатель коллегии ЕЭК) на элитную недвижимость почти на 60 миллионов рублей превзошли их доходы. К такому выводу в фонде пришли, изучив декларации чиновников о доходах с 2005 года по 2013 год.
C 2007 по 2012 год Голикова занимала пост министра здравоохранения и социального развития РФ. Тогда Голикову окружали слухи о том, что она аффилирована с фирмой “Фармстандарт” и получает финансовую выгоду от продаж одного из широко разрекламированных противопростудных препаратов, который весьма активно советовала принимать во время простуды и гриппа. По этой причине чиновница получила прозвище Мадам Арбидол.
В 2013 году была назначена председателем Счетной палаты.
Исследования “Диссернета” по поиску плагиата в научных трудах чиновников различного уровня начались в январе 2013 года. В заимствованиях, в частности, обвинялись детский омбудсмен Павел Астахов, депутат Госдумы от “Единой России” Владимир Бурматов, губернатор Санкт-Петербурга Георгий Полтавченко, министр транспорта Максим Соколов, министр культуры Владимир Мединский.
В начале 2016 года эксперты обнаружили некорректные заимствования в диссертациях 57 депутатов Госдумы (12% от общего числа парламентариев). В том числе плагиат был найден в работах спикера нижней палаты Сергея Нарышкина.
