По итогам 2015 года объем закупок «Роснефти» превысил 4,5 трлн руб. По данным Минэкономразвития, эта сумма сопоставима с общими расходами на закупки для государственных и муниципальных нужд
Совокупный объем закупок госкомпаний и госкорпораций в 2015 году вырос почти на четверть (+23%), перевалив за 23 трлн руб. (в 2014 году было примерно 17,7 трлн руб.), что составляет более 30% ВВП страны, следует из мониторинга Министерства экономического развития России.
Около 70% всех закупок приходится на пятерку крупнейших заказчиков, в том числе на компанию «Роснефть» — примерно 20%.
«Общий объем закупок ОАО «НК «Роснефть» составляет более 4,5 трлн руб. и сопоставим с общим объемом закупок для обеспечения государственных и муниципальных нужд. Такие объемы закупок влияют как на макроэкономические показатели, так и на состояние конкуренции на отраслевых рынках», — отмечается в докладе МЭР.
Основной проблемой существующего механизма закупок для нужд госкомпаний в ведомстве называют низкую конкуренцию среди поставщиков. Проведенный МЭР мониторинг показал, что более 95% закупок (всего в 2015 году на официальном сайте было размещено свыше 1,4 млн извещений о закупке) осуществляется на неконкурентной основе. Так, доля закупок у единственного поставщика превышает 40%, доля закупок «с применением иных способов» — более 55%, в то время как доля закупок через систему конкурсов и аукционов составляет лишь 3,3%.
В МЭР пояснили, что госкомпании используют более 3500 способов определения поставщика, с помощью которых зачастую «маскируют» тот факт, что закупки осуществляются у единственного поставщика.
«Многообразие способов закупок негативным образом отражается на обеспечении прозрачности закупок и добросовестной конкуренции между участниками закупок, поскольку затрудняет подготовку к процедуре закупки, создает предпосылки для сговора недобросовестных заказчиков с поставщиками (подрядчиками, исполнителями)», — подчеркивается в докладе. По подсчетам экспертов МЭР, доля договорных торгов в 2015 году составила не менее 25%, а в абсолютном — более 3,5 трлн руб.
В среднем в 2015 году на каждое опубликованное госкомпаниями извещение о закупке поставщиками было подано лишь 1,2 заявки, что в полтора раза меньше, чем при закупках для госнужд (в 2014 году было 1,3 заявки). В МЭР отметили, что такое падение конкуренции может быть вызвано «негативными явлениями в экономике». При этом наиболее конкурентным способом закупки остается аукцион (в 2015 году их участники подавали в среднем 1,6 заявки).
По данным МЭР, сильнее всего в 2015 году в связи с реализацией крупных инфраструктурных проектов выросли расходы на закупки госкомпаний в сфере строительства. На покупку зданий и оплату работ по их возведению потрачено более 4 трлн руб., что составляет 17,3% от общего объема закупок. При этом на закупку нефтепродуктов, нефти и газа было потрачено 4,07 трлн, или 17,6% от общего объема закупок.
В середине февраля 2016 года стало известно, что президент «Роснефти» Игорь Сечин и председатель правления «Газпрома» Алексей Миллер предложили Дмитрию Медведеву изменить правила проведения закупок для нужд госкомпаний, выведя из-под действия закона финансовые сделки, сделки с недвижимым имуществом, а также внутригрупповые сделки.
Основанием для реформы было названо то, что публикация сведений о сделках, их ценовых параметрах и контрагентах «провоцирует рост стоимости привлекаемых кредитов и оказывает существенное влияние на российский финансовый рынок, вызывая изменения котировок валют и ставок заимствований спекулятивного характера».
Позднее «Коммерсантъ» сообщил, что Минэкономразвития выступает против изменения правил. По сведениям издания, в ответе ведомства отмечается, что именно применение закона обеспечивает открытость и прозрачность ценообразования.
