Власти 27 регионов намеренно допустили ошибки в бюджетах, чтобы добиться увеличения федерального финансирования. Об этом рассказал министр финансов Антон Силуанов во время заседания президиума научно-экспертного совета при спикере Совета Федерации, передает корреспондент РБК.
По словам министра, не соответствующие реальности цифры использовали и в региональных бюджетных прогнозах. «Зачем? Чтобы получить допфинансирование, из центра дополнительную финансовую помощь», — пояснил Силуанов.
Министр в своем выступлении призвал регионы бороться с «иждивенческими настроениями». По его словам, ситуацию с региональными бюджетами мог бы помочь решить налоговый маневр, предлагаемый Минфином, который предполагает уменьшение ставки страховых взносов и повышение НДС до 22%. Это позволит сэкономить около 300 млрд руб., которые могут быть направлены на экономическое развитие регионов и увеличение зарплат, пояснил глава Минфина.
Накануне, 13 марта, Силуанов назвал конкретные параметры одного из основных предложений ведомства по налогам, которое предполагает снижение размера страховых взносов и увеличение ставки НДС. По его мнению, оба платежа должны составлять 22%. «Считаем возможным снизить совокупную ставку страховых взносов и перенести налоговую нагрузку на косвенные налоги. По нашим расчетам, с тем чтобы это было нейтрально для бюджета, ставки должны составлять около 22%. Ставка страховых взносов 22% компенсируется 22-процентной ставкой по налогу на добавленную стоимость», — сказал министр.
