СМИ узнали о проблемах с ввозом алкоголя из-за нехватки акцизных марок

Импортеры сообщают о перебоях с выдачей им акцизных марок, в первую очередь тех, что необходимы для ввоза вина и крепкого алкоголя в поллитровках
Таможенные органы прекратили выдачу импортерам алкоголя акцизных марок на натуральные вина, объясняя отказ отсутствием марок на складе, сообщает «Коммерсантъ» со ссылкой на участников рынка. Один из собеседников издания пояснил, что трудности испытывают не только импортеры тихих и игристых вин, но и те, кто занимается крепкими спиртными напитками в полулитровой таре.
Другой источник сообщил, что дефицит марок возник из-за отсутствия у таможенников контракта с Гознаком. Марки просто не могут отпечатать, так как срок действия старого контракта истек, а новый пока не заключен.
«Сейчас ведется работа по заключению нового контракта между Федеральной таможенной службой (ФТС) и Гознаком на выполнение работ по печати акцизных марок на 2017 год и далее», — рассказали «Коммерсанту» в пресс-службе Минфина, в чьем ведении находится таможенная служба. Представитель пресс-службы добавил, что подписание нового контракта станет возможно после вступления в силу принятого недавно Госдумой закона, разрешающего ФТС закупать акцизные марки у Гознака без конкурса как у единственного поставщика.
Новая норма может вступить в силу в апреле 2017 года. В связи с этим председатель правления Союза импортеров алкогольной продукции (СИАП) Валерий Филатов полагает, что ситуация на рынке начнет улучшаться не раньше чем через два месяца и нормализуется только к сентябрю.
Впрочем, серьезных перебоев с поставками алкоголя представители рынка не ожидают. По их словам, крупные импортеры заранее запаслись марками старого образца и самой продукцией еще в конце прошлого года.
Подстраховываться импортеров научил акцизный кризис 2016 года, когда из-за задержки с началом печати акцизных марок нового образца импорт алкоголя в третьем квартале резко сократился. В частности, объемы поставок рома упали на 61,4%, виски — на 41%, вермутов — почти вдвое.
В конце июня 2016 года Союз импортеров алкогольной продукции заявлял, что проблемы с получением акцизных марок достигли критического уровня и в некоторых случаях привели к сокращению или даже полной приостановке ввоза алкоголя. Чтобы справиться с кризисом, глава правительства Дмитрий Медведев вынужден был продлить срок действия акцизных марок старого образца.
