У представителей власти нет единого образа будущего, заявил первый вице-премьер Игорь Шувалов. По его словам, сформировать его должно помочь Минэкономразвития
Минэкономразвития и правительство должны помочь сформировать видение будущего, рассказал первый вице-премьер Игорь Шувалов на заседании коллегии Минэкономразвития, передает корреспондент РБК. По его словам, все точечные процессы по росту экономики важны, но они «практически бестолковые, если не видеть картину мира завтра».
«Поскольку без этого определения и общей картины… А я не могу вам сказать, что все мы одинаково понимаем, какое будет завтра будущее. Мы работаем каждый день — Сергей Николаевич [Горьков, глава ВЭБ], Эльвира Сахипзадовна [Набиуллина, глава Центробанка], мы уже сто лет все вместе, — но нельзя сказать, что мы объединены какими-то общими представлениями о завтрашнем дне. Мы читаем примерно одни и те же книги, занимаемся схожими процессами, но нельзя сказать […], что […] мы объединены и хотя бы в большей степени понимаем, какое это будет будущее», — рассказал Шувалов.
Шувалов подчеркнул, что Минэкономразвития нужно не просто заниматься «набором мероприятий», а оно должно стать «неформальным штабом» изменений. А для этого ведомству предстоит помочь «соединить мыслительные процессы» и «пережить общую дискуссию».
Минэкономразвития разрабатывает план по ускорению темпов роста экономики до 2025 года, он должен быть представлен в мае. На прошлой неделе меры для этого плана обсуждали на Красноярском экономическом форуме. Как сообщил по его итогам вице-премьер Аркадий Дворкович, всего на форуме собрали 70–80 «идей», из которых предстоит составить «гармоничный план».

Основные акценты работы форума — прозрачность действий государства и технологии внедрения изменений, отметил Орешкин, при этом конкретных мер чиновники не назвали.
Параллельно стратегию реформ готовит Центр стратегических разработок Алексея Кудрина. Между Минэкономразвития и ЦСР есть «позитивная» конкуренция, признал Орешкин. При этом ЦСР занимается не только экономическими, но и более масштабными вопросами — геополитикой, судебной системой и правоохранительными органами, добавил Кудрин.
