СМИ узнали о решении ЦБ отозвать лицензию у Внешпромбанка
Решение об отзыве лицензии у Внешпромбанка было принято вечером 20 января по итогам заседания комитета банковского надзора Центробанка, сообщает «Коммерсантъ» со ссылкой на источники, знакомые с ситуацией.
По информации издания, регулятор оценил дыру в балансе Внешпромбанка почти в 240 млрд руб., что практически равно его балансу. Этот факт не оставил шансов на санацию банка, отмечает «Коммерсантъ». По словам источников издания, ЦБ изначально скептически относился к вопросу санации ВПБ, однако кредиторы банка пытались настоять на этом.
«В принципе понимание того, что санация банка не имеет никакой экономической целесообразности, было еще до Нового года, однако крупнейшие кредиторы настаивали на санации», — рассказал собеседник «Коммерсанта», знакомый с ситуацией. При этом другой источник издания уточнил, что «там просто нечего санировать».
«Даже если применять механизм bail-in, когда часть обязательств перед кредиторами конвертируется в капитал банка и, соответственно, размер господдержки сокращается, то в случае с Внешпромбанком все равно сумма господдержки была бы неподъемной», — завил один из собеседников «Коммерсанта».
В самом Центробанке информацию о решении об отзыве лицензии у Внешпромбанка комментировать изданию отказались.
Проблемы у Внешпромбанка начались в середине декабря. Сначала клиенты банка столкнулись с трудностями с получением вкладов, банк был отключен от системы банковских электронных срочных платежей (БЭСП). 18 декабря ЦБ назначил во Внешпромбанк временную администрацию на полгода, объяснив это решение резким снижением собственных средств банка и нарушением одного из нормативов ЦБ. Тогда же банк не исполнил оферту по своим облигациям на 1,5 млрд руб. С 11 января АСВ начало выплату вкладчикам Внешпромбанка застрахованных сумм депозитов.
Как ранее писал РБК, во Внешпромбанке размещал средства Олимпийский комитет России, в частности там были деньги, которые должны были идти на подготовку спортсменов к Олимпиаде в Рио. Также во Внешпромбанке зависли деньги жены замглавы правительства Дмитрия Козака Натальи. По информации Forbes, среди вкладчиков Внешпромбанка значатся жена главы Минобороны Сергея Шойгу Ирина, зять главы «Транснефти» Николая Токарева Андрей Болотов, а также члены семьи главы Олимпийского комитета России Александра Жукова.
Активы Внешпромбанка на 1 декабря составляли 275 млрд руб. согласно данным отчетности. Компаниям и гражданам банк должен 213 млрд руб., еще 51 млрд руб. банк задолжал другим банкам и по облигациям.
