Самый высокий в стране рост цен на коммуналку в 2016 году установлен в Москве
Совокупный платеж за свет, воду, газ и тепло в следующем году в Москве может вырасти больше, чем в любом другом субъекте РФ. Распоряжением правительства об индексации размера платы россиян за коммунальные услуги, которое сегодня, 3 ноября, публикует «Российская газета», предельный порог роста для столицы установлен на уровне 7,5%. Несколько ниже норматив для Санкт-Петербурга и Республики Саха — Якутия — 6,5%. Самая низкая планка установлена для Северной Осетии (3%). В Новосибирской области и Алтайском крае порог 3,5 и 3,7% соответственно.
В среднем по России «коммуналка», согласно документу, не может подорожать больше чем на 4%. «Это существенные ограничения, которые гораздо ниже предполагаемой инфляции», — цитирует газета заместителя министра строительства и ЖКХ РФ Андрея Чибиса.
Закон об ограничении роста совокупного платежа принят в России два года назад по инициативе Минстроя и призван ограничить рост цен на коммуналку таким образом, чтобы не был превышен уровень инфляции. «Если в текущем году тарифы выросли в среднем на 8,3%, то в 2016-м повышение будет почти в два раза меньше. Это стопроцентно защитит граждан от роста платы за коммунальные услуги», — ссылается издание на замминистра. В следующем году тарифы будут расти один раз в год — с 1 июля.
Порог роста тарифов может быть превышен в том случае, если жильцам предоставляют новую услугу или принято решение о привлечении дополнительных средств в модернизацию инфраструктуры, пишет газета со ссылкой на Андрея Чибиса. «Это решение может быть принято только по согласованию с местным парламентом. Такие случаи были в 2014 и 2015 годах. Если жителям при этом объяснять причины такого решения, то это, как правило, не вызывает отторжения», — цитирует издание чиновника.
